Flickr Blocked Again In UAE

Etisalat blocked Flickr for the first time in June 2005 then later it was unblocked. In November 2005, Flickr was blocked again then unblocked in October 2006. Now for the third time Flickr is blocked by Etisalat!

I can understand that Flickr have some inappropriate pictures available to the public (not to mention the private ones that can be easily hacked into). What I don't understand is why Etisalat is going back and forth between blocking & unblocking Flickr for UAE internet users! I don't think Flickr content of pictures have changed influencing Etisalat to left the ban on Flickr the first and the second times.
